How to Resubmit an I-9 Form to E-Verify

Symptoms

  • An I-9 form was completed and saved, but no E-Verify case was created.

  • The E-Verify status for the employee shows as not submitted or pending.

  • The user who completed the I-9 did not have an NCS token assigned in their user profile at the time of completion.

Cause

The E-Verify integration with NCS requires that each user who completes an I-9 have a valid NCS token configured in their profile. If the token is missing at the time the I-9 is saved, the system will not post the form to NCS for E-Verify processing. The I-9 data is saved locally, but the submission to E-Verify does not occur.

Resolution

  • 1. First, ensure the user’s NCS token has been added to their profile. Navigate to HR >> Setup >> Users, open the user’s record, and verify that the NCS Token field is populated. If it is missing, enter the token and save.

  • 2. Navigate to HR >> Employees and open the employee record for the affected individual.

  • 3. Locate the I-9 section and open the completed I-9 form.

  • 4. In Section 2 of the I-9, change the status to Incomplete. This resets the form so it can be reprocessed.

  • 5. Re-sign Section 2. You can typically use the original signature date if the re-signing is being done to correct a submission issue rather than to change the underlying data.

  • 6. Save the I-9 form.

  • 7. Upon saving, the system should automatically post the I-9 to NCS for E-Verify processing. Monitor the E-Verify status on the employee’s record to confirm the submission was successful.

Verification

  • 1. After saving, check the employee’s I-9 record for an updated E-Verify Case Number or submission status.

  • 2. Log in to the E-Verify system (if you have direct access) to confirm the case was created and is being processed.

  • 3. If the submission still does not occur after re-signing, verify the NCS token configuration and check for any connectivity issues with the NCS integration.

Important Notes

  • E-Verify submissions must occur within three business days of the employee’s start date. If the resubmission is delayed beyond this window, consult your HR compliance team for guidance.

  • This process does not alter the employee’s I-9 data. It only retriggers the electronic submission to E-Verify.

  • Ensure all users who complete I-9 forms have valid NCS tokens configured before they begin processing new hires.
